Storm and Thor represent the absolute pinnacle of elemental power in the Marvel Universe, and this matchup has divided fans for decades.
Storm is not just a mutant. She has been worshipped as a goddess, led the X-Men, ruled Wakanda as queen, and wielded power that rivals cosmic entities. Thor is the literal God of Thunder, an Asgardian with millennia of combat experience and the power of Mjolnir behind every strike.

The Combatants
Storm (Ororo Munroe) commands all weather phenomena — lightning, wind, rain, snow, temperature. She can create hurricanes, summon lightning with pinpoint accuracy, manipulate atmospheric pressure to crush opponents, and even control the weather on a planetary scale. She is also an expert hand-to-hand combatant and skilled thief with lockpicking abilities from her youth.
Thor Odinson wields Mjolnir (or Stormbreaker), possesses Asgardian physiology granting immense strength and durability, controls lightning and storms through his hammer, and has thousands of years of warrior training. He has fought Galactus, traded blows with the Hulk, and survived the vacuum of space.

Powers Comparison
Storm's weather manipulation is arguably more versatile than Thor's. She can control temperature (freezing opponents solid), wind (creating tornado-force gusts), pressure (crushing or suffocating), and electricity. Her control is precise — she can target a single person with a lightning bolt or blanket an entire continent in a blizzard.
Thor's power is more raw and destructive. Mjolnir channels the Odinforce, giving him strength that dwarfs Storm's physical capabilities. He can fly faster, hit harder, and absorb energy attacks. His durability means Storm's lightning — while powerful — may not be enough to put him down.
The Key Difference
Here is what separates them: Thor is durable enough to tank Storm's attacks indefinitely. Storm is NOT durable enough to survive a direct hit from Mjolnir. One clean strike from Thor ends this fight. Storm knows this, which means she has to fight from range and never let Thor close the distance.

Comic Book Precedent
In X-Men vs. Avengers, Storm and Thor have clashed. Storm has actually staggered Thor with her lightning and even briefly gained the upper hand through clever manipulation of wind currents to keep him off balance. However, in most canonical encounters, Thor's raw power advantage eventually overwhelms her.
Notably, Storm once wielded Mjolnir in an alternate timeline — proving she is worthy. That speaks volumes about her character and power level.

Thor takes this fight through sheer durability and power output. Storm is the more skilled weather manipulator and would control the early stages of the fight brilliantly. She would hit Thor with everything — freezing temperatures, hurricane winds, lightning barrages, pressure manipulation.
But Thor has survived worse. Much worse. Once he pushes through Storm's assault and closes the distance, his Asgardian strength and Mjolnir make the difference. Storm is tough, but she is still physically human-level without her powers actively protecting her.
Winner: Thor — but Storm proves she belongs in the conversation with gods. A rematch with prep time might go differently.
